Election Commission is holding byelection instead of declaring runner up candidate as winner

I am the runner up candidate in the gram pradhan election. The election commission has reserved our seat for the scheduled caste candidate. In the final result XXX has won the election. Later on he found other backward caste (OBC) candidate. Therefore, the district election commissioner has rejected his candidature. Now the Election Commission is holding a byelection instead of declaring the runner up candidate as winner.

That person is very influential in politics hence somehow he has managed to hold byelection. He doesn’t want me to hold the seat of gram pradhan. Therefore, he is planning to hold the byelection. This is illegal and the District Magistrate is also taking this favour. In this scenario it seems very difficult to stop the byelection.
